Where is Progressive?

This is a list of the insurance carriers who are the most active defendants of cases filed in the United States. State Farm leads the list which I suppose you’d expect because they’re the largest insurer in the nation. But Progressive is the second largest and it’s nowhere to be found. Even in auto insurance where it is now the largest player. And State Farm seems to be overrepresented. Is it just a coincidence or indicative of how differently the two carriers operate?
